On the announcement of Palestinian Authority President Mahmoud Abbas’ presidential decree to form election court, Hamas Spokesman Fawzi Barhoum stated the following:

Issuing a presidential decree to form an election court is a positive step on the path of implementing the outcomes of the Cairo talks held in February. 

This move requires more practical measures on the ground to enforce the rest of these outcomes, especially those related to freedoms needed to create a state of societal trust and security for the Palestinian people that makes them effectively take part in the election process without fear or pressure that may negatively affect it.
