The Palestinian Islamic Resistance Movement Hamas stated the following: 

The dominating Ramallah-based leadership continues to seize the leading Palestinian institutions, undermine their role, distort their history, and turn them into tools to achieve personal agendas and make grave future arrangements. 

Instead of admitting that the Oslo Accords-based approach has failed and wreaked havoc on the Palestinian people and cause, this leadership continues to count on the Israeli occupation and insist on enforcing an approach of monopoly and unilateralism.
 
By dominating the Palestinian situation, the security collaborationist team is damaging what is left of the already- embattled Palestinian political system while refusing to engage in any effort to accomplish national unity, reform the Palestine Liberation Organisation (PLO), restructure the Palestinian House on democratic basis and adopt a true strategy to resist the Israeli occupation.   

Despite all the genuine national stances taken by Palestinian factions, parties, figures, and various national segments, which called for the formation of a unifying national council, either by consensus or elections, the team dominating the Palestinian Authority and PLO showed no interest or appreciation of such endeavours. Rather, it called off the nationally-agreed upon comprehensive elections, perpetuating a policy of monopoly and divisions and ignoring all strenuous efforts being exerted to unify the Palestinian people, including the ongoing Egyptian and Algerian endeavours.      
 
In light of this, the Islamic Resistance Movement Hamas states the following: 

First
: Any meeting that is held without national consensus and is not by most of the major and influential Palestinian factions, parties, and segments has no legitimacy. 

Second: Any Palestinian council that is not formed by election or comprehensive national consensus as a prelude to elections has no legitimacy. No one has the right to represent the Palestinian people without popular authorisation through the polls. The outcomes of this meetings have no legitimacy and will not be recongised.    

Third: We warn against adopting this dangerous approach; holding the Central Council meeting without national consensus implies suspicious agenda and foreign interventions by some parties that seek to impose preliminary arrangements on the Palestinian stage. We call on the Palestinian people and all factions at home and abroad to reject and fight off these schemes.     

Fourth: The Central Council summit comes as high-ranking PA officials are meeting with Israeli occupation leaders amid a growing security collaboration between the PA and the Israeli occupation. 

Fifth: It is time for all Palestinian factions, parties, and political, civil, and popular figures to unite and put reforming the PLO, rebuilding it on democratic principles, and activating its role to preserve the Palestinian national project and lead the Palestinian struggle until liberation and return on top of their agenda.        

Sixth: Hamas will remain committed to achieving national unity and comprehensive reconciliation and reaching a national consensus on a true strategy to fight the Israeli occupation until liberating Palestine, Jerusalem, Palestinian holy sites and detainees and allowing Palestinian refugees to return to their homeland.
