The Islamic Resistance Movement – Hamas stated Saturday that any new government to be formed must be a caretaker government with specific tasks, and not committed to a political program. Hamas stated that the government must also gain the approval of the Palestinian Legislative Council "PLC", in accordance to what has been agreed upon in reconciliation agreement. 

Hamas called upon the Palestinian factions who signed Cairo agreement to initiate a comprehensive dialogue in order to entirely implement the agreements as well as different files of reconciliation, mainly the formation of a national unity government.

Hamas said that the PLO Executive Committee is not pertinent to the government's formation, noting that the provisional leading body must follow up all files of the reconciliation.

Hamas stressed the necessity to settle the file of Gaza staff immediately with no preconditions.

Media outlets claimed that PLO Executive Committee commissioned Azzam al-Ahmad to chair a dialogue committee for consultations with the Palestinian factions over forming a national unity government.
